SEC still avoids tough sanctions on big banks

An analysis of Securities & Exchange Commission investigations over the past decade just released by The New York Times found almost 350 instances when the agency gave a pass to Wall Street institutions and other big banks, allowing them to avoid punishments meant to apply to fraud cases.
